Norwalk Police Department will be handing out candy to neighborhood kids from 5 to 8 p.m. on Halloween (Thursday, Oct. 31).
The Police Explorers will be in the main lobby of Norwalk Police Headquarters, 1 Monroe St., to greet the kids.
