The State of Connecticut's Department of Children and Families (DCF) has a branch in Norwalk on Water Street. The DCFMore is charged with advancing the well-being of children throughout the state, and runs abuse-intervention and prevention programs, juvenile detention programs and behavioral-adjustment programs. The Norwalk location's territory includes Norwalk, Westport, Weston and Wilton.

The DCF also administers the fostering and adoption of children in need of permanent homes. In addition, programs such as the Safe Harbor Project and Respite Care offer support to children and families with special needs.
