Police: Man Engaged in Indecent Behavior at Library

Police said a Norwalk man was masturbating in a library bathroom where others could see him; the man denies it.

A 18-year-old Norwalk man was seen masturbating in a men's bathroom at Norwalk Public Library Tuesday, first by a library patron, then by a library employee, police said.

Norwalk police gave this account (an accusation not proven in court) of the matter:

When the library patron came out of a stall in the men's room, he found Scott Ramos of Ely Avenue bent down in front of a sink, with his pants down and masturbating.

A family member later told police that Ramos has a mental health problem that he is taking medication for, but when he gets upset he may start masturbating.

The patron told a library employee about the incident, and the employee looked in the bathroom and also saw Ramos masturbating near the sink. When he told Ramos to stop, Ramos left the building. Police were called at 12:59 p.m.

A description of Ramos was broadcast on police radio. By mid-afternoon, an officer who knows Ramos spotted him on Martin Luther King Drive and Madison Street.

Ramos told police that he was in a bathroom stall at the time and forgot to lock the door.

Ramos was charged with disorderly conduct and public indecency. He was initially held in lieu of $10,000 bond and is scheduled to appear Oct. 9 in state Superior Court in Norwalk.
