Officer Encounters Assault In Progress
Alleged victim says assailant earlier punched his female relative, sparking argument.
Shortly before 12:30 a.m. Friday a police officer reported watching a man drag another man across South Main Street, drop him, and then jump on top of him and punch him repeatedly in the face.
Officer Garret Kruger said he was patrolling past South Norwalk's Alexa Grocery, 133 South Main St., when he spotted an apparent assault in progress and pulled the assailant off his victim.
The man on the ground told Kruger he had gotten into an argument with his alleged assailant, later identified as James Higgs, because Higgs had earlier punched a female relative of his.

He said Higgs punched him in the face, and Kruger reported the man had swelling under his left eye and a bloody nose.
The victim declined medical attention.

Kruger said Higgs claimed the man struck him first, but he saw no marks on Higgs.
Kruger took Higgs into custody and, based on his alleged assault of the man and his relative, charged him with two counts of third-degree assault and two counts of second-degree breach of peace.
Higgs, 46, of 60 Aiken St., was held on $10,000 bond and was to appear in court Friday.
