Norwalk Man One of Two Charged in Stamford Storm Drain Thefts

One suspect was from Stamford, the other a Norwalk resident. They face felony charges for their alleged roles.

Two men were charged with criminal mischief, reckless endangerment and felony larceny after leaving a lot of holes in their story, police said Monday.

Kenneth Alfano, 20, of 26 Commerce St. in Norwalk, and Stamford resident Luis Sarceno, 21, of 23 Wardwell St., were arrested in connection to an incident where storm drain covers were going missing from around Shippan Point, according to authorities.

Sarceno and Alfano are alleged to have traveled to Norwalk after lifting the storm drain covers—four in total—where they attempted to turn them in at a junkyard facility, police said.

According to authorities, at this point, the manager of the facility was suspicious that the cast-iron covers were in the men's possession illegally and notified Norwalk authorities.

The men left the location before police arrival, but Norwalk authorities communicated to Stamford police the information regarding the vehicle the men arrived in, and police in Stamford were able to track the vehicle down in the city at the owner's residence.

Police said, upon arrival, the officers were able to visibly identify the storm drain covers still sitting in the back seat of the vehicle.

The men face felony-level larceny charges due to the covers being city property.

Both Sarceno and Alfano posted their $1,000 bonds. They are due in court later this month.
