Man Accused of Inappropriately Touching Girl
Parents of 14-year-old learned of incident and filed a complaint, police said.
A city man accused of inappropriately touching a 14-year-old girl is facing a sexual assault charge.
Police spokesman Lt. Praveen John said the alleged incident occurred last December in a Norwalk home. He said the girl’s parents learned of it and filed a complaint with the police.
John said the accused, Wayne Barker, did not force himself upon the girl, but a minor under 16 years old cannot consent to engage in a sexual act.

Barker, 19, of 10 Christy St., came to Police Headquarters Thursday after being notified Youth Bureau officers held a warrant for his arrest.
Barker is charged with second-degree sexual assault and risk of impairing the morals of a child.

He was released after posting a $25,000 bond and given a court date of Feb. 1.
