According to police, Elmore, 35, came out of the Moose Lodge bar on the corner of South Main St. and Hartford St. after hours when he encountered three women arguing. According to police, two of the women wanted to leave and one did not. Two women had to "pyshically force" the third into a vehicle parked on Monroe St. accross from the police station, according to their statements. Police said, when the women were prepared to leave the parking lot, Elmore argued with them stating that their intoxicated friend "could stay if she wanted."

Police said, the driver of the vehicle began to drive away when Elmore opened the door of the car and told the driver, "If you try and leave I'm going to pull you out of the car." Then, according to police, the driver kept driving and Elmore, reportedly, "grabbed her around her neck." The driver of the vehicle told police it was "hard to breathe", and kept driving while Elmore, allegedly, tried to pull her out of the car with his hands still around her neck. Police said Elmore was then struck by the vehicle and circled the block to call the cops.
