Gun, Interfering Charges for Norwalk Man, 18

Jean Louis-Finn, a.k.a. "Frenchie" is not old enough to be eligible to apply for a gun permit. He was caught carrying a Smith & Wesson 38 revolver with five rounds of ammunition on Saturday.

Jean Louis-Finn, 18, of Norwalk was arrested by Norwalk Police on Saturday, Jan. 4 after an officer assigned to special services division recognized him from previous arrests. Louis-Finn, who is also known by the nickname "Frenchie," was spotted in the parking lot of Crespo's Grocery on South Main Street.

Louis-Finn was observed standing with another man in the parking lot of the bodega, which is located at 160 South Main St, an area police describe as an open air drug market and the site of numerous fights and shootings. The store is posted with no loitering signs.

According to the police report, Louis-Finn was observed looking up and down the street, putting his hand in his jacket pocket and placing his hand against his left waist area, which officers believed was a sign he might be carrying a firearm. Louis-Finn subsequently spotted the marked police vehicle and began to walk southbound on South Main Street and police observed him again touching his left pocket. 

Police caught up with Louis-Finn in the area of South Main and Grove, at which point police observed him put his hand into the pocket he had been touching. Officers patted him down, discovering a silver revolver with black handle, which was later determined to be a Smith & Wesson 38 revolver with five rounds of ammunition.  Officers took Louis-Finn to the ground, secured him, secured the weapon, and placed the 19-year-old under arrest.

Louis-Finn was taken to police headquarters where he was uncooperative and pulled away from police while he was being searched. A check of the firearm against the computer system revealed it belonged to a man in Fairfield, though it had not been reported stolen.

Louis-Finn had recently turned 18 and was not eligible to apply for a pistol permit.

Louis-Finn was charged with Carrying a Gun without a Permit and Interfering with an Officer. He was held on $250,000 bond and has a date in court scheduled for Jan. 14, 2014.
