'Street Team' Patrols Make 3 Arrests

The following information was provided by the Norwalk Police Department. Neither arrests nor charges indicate a conviction, and neither means that a person is guilty of what police allege.

Organized "street teams" of Norwalk police including members of the patrol division and special services division were out on patrol Monday and made arrests on drug charges in two unrelated incidents.

Police say tinted windows and speed lead to drug arrest

According to police, a car having tinted windows and being driven too fast were what led them to a traffic stop, but the 22 individually wrapped bags of cocaine led to more than a traffic ticket.

Police gave this account of the incident:

At about 5 p.m. Monday, officers in the anti-drug unit were out on the streets, when they saw the car speeding down the street and with windows tinted so much they couldn't see inside.

On the center console was a plastic bag with 22 smaller bags of cocaine in it. On the passenger seat was an open bottle of gin. Police also found a plastic drinking cup with a straw in it that smelled of alcohol. Police arrested the driver and passenger.

Isaac Fuller, 28, of Norwalk and Scott Latoris, 31, of 100 San Vincenzo Pl. were each arrested on identical charges: possession of narcotics, sale or possession of narcotics within 1,500 feet of a school or public housing project, illegal possession of narcotics within 1,500 feet of a school or public housing project.

Police say agitation leads to drug arrest

In a separate incident at 2 p.m. Monday, police in the special services division were out on patrol at a motor vehicle stop at 160 S. Main St. when they spoke with Robert Vega Jr.., 19, of Stratford, who became agitated enough to cause people to open windows to see what the commotion was about, police said.

Police gave this account of the incident:

In talking with Vega, they noticed the odor of marijuana on him. He told them he had just finished smoking marijuana. Police searched Vega and found two plastic sandwich bags in his pants pockets. In each one were 10 smaller bags of marijuana.

Vega was charged with sale of marijuana within 1,500 feet of a school, possession of marijuana within 1,500 feet of a school and second-degree breach of peace.
