Strong-Arm Robbery Complaint Results in Man's Arrest Sunday

On Saturday he was issued an infraction for walking in traffic after being warned to use the sidewalk, police said.

A woman's claim Sunday morning that a city man grabbed her purse and fled with it resulted in him being charged with trespassing and resisting arrest. It was the second time in two days Norwalk police accused him of committing a crime.

Officers were dispatched to the area of South Main and Merritt streets Sunday at 2:59 a.m. on a report a woman had her purse torn away, and the thief ran towards a housing project on Chestnut Street in South Norwalk.

Officers met the woman, and she allegedly said a man she knew as "Slice" took her purse.

Police spokeswoman Sgt. Lisa Cotto said that, based on the woman's description of her assailant and his previous arrests, the officers knew the suspect was Rafael Delgado.

The officers began searching the King-Kennedy housing project and reported spotting Delgado crouched down, attempting to conceal his location. The officers reported taking Delgado into custody, saying he became combative after being handcuffed.

He was transported to police headquarters for processing.

Delgado was charged with first-degree criminal trespass and interferring with an officer. He was held on $10,000 bond and given a court date of July 2.

Cotto did not know why Delgado was not charged with robbery.

At about 12:30 a.m. Saturday, an officer reported encountering Delgado walking down the middle of Elizabeth Street after he was warned to stay on the sidewalk. The officer said motorists had to steer around him to proceed.

The officer charged Delgado with walking into the path of a vehicle, which is an infraction. The officer reported Delgado had been instructed earlier to walk on the sidewalk.
