Icy Roads Last Night

Last night, two hors after the short burst of snow stopped, the Merritt parkway between Greenwich and Norwalk remained a sheet of ice.  The road had not been treated or salted.  While waiting in our car for one hour on the closed road south of Exit 31, my husband had to leave the car to relieve himself.  As he walked to the side of the road, he slipped backwards and hit the back of his head.  A 911 call and hours in the emergency room later, he is ok with a slight concussion.  WHERE WAS THE DOT???? WHY DID THEY NOT ADDRESS THE PARKWAY SOONER????
